Northern Board
 



 


The Northern Area Local Workforce Development Board is one of four Local Workforce Boards designated by the New Mexico Governor's Office of Workforce Training and Development (OWTD) to receive Federal funds under the Workforce Investment Act. Congress approves funds nationally under three subparts of WIA: Those for Adults and Dislocated Workers, which primarily support the One-Stop Career Centers; and the subpart for Youth, which provides funding for Youth Programs throughout the Northern Area. The Governor and the State Legislature determine which State agency is responsible for administering WIA, set the rules and policies for WIA programs statewide, provide for certification of the four local boards, and orchestrate WIA with other State workforce programs, economic development, and education.

 

NALWDB was created by agreement of Chief Elected Officials of the Northern ten counties in 2001 as a nonprofit 501(c )( 3) corporation. These CEOs oversee the operations of NALWDB and appoint the Board of Directors in accord with a Partnership Agreement signed in 2001 and updated in 2004. The CEOs also approve the Board's Fiscal Agent and One-Stop Systems Provider.

 

The Northern Board is responsible for the daily operations of Northern Area Local Workforce Development administration and activities, including appointment of the Executive Director, approval of the annual budget, policies, programs, and planning.
